Brigit Toebes:国家对未来突发卫生事件的应变能力:将核心义务和核心能力联系起来

  由中国人权研究会指导、复旦大学人权研究中心举办的“新冠肺炎疫情防控中的健康权实现”国际视频研讨会11日召开,中国、荷兰两国人权领域学者和抗疫医疗专家围绕疫情防控中健康权实现的理念、实践、障碍及对策等话题展开讨论,形成诸多共识。国际法协会全球卫生法委员会联合主席、荷兰格罗宁根大学法学院教授布里吉特·托伊贝斯在会上作题为《国家对未来突发卫生事件的应变能力:将核心义务和核心能力联系起来》的主旨发言。

  布里吉特·托伊贝斯教授表示,健康权并非孤立存在,它与其他人权相辅相成,形成一个整体,树立整体人权观对疫情防控中的健康权实现非常重要。

Brief Bio

Prof. Brigit Toebes is employed by the University of Groningen Faculty of Law since January 2012. Since September 2018, she holds the Chair Health Law in a Global Context at the Department of Transboundary Legal Studies. From 2013-2018 she was Associate Professor and Rosalind Franklin Fellow at the (former) Department of International Law. Her research focuses on the field of international health law (see under Research). For this she established Global Health Law Groningen, a research centre that addresses the intersection between public international law and the protection of health.She teaches public international law, international humanitarian law, and human rights law. She also advises governmental and nongovernmental bodies on the international law dimensions in their research and public health policies (eg World Health Organization and Open Society Foundations). Due to her stay abroad (Aberdeen and Copenhagen) she maintains a wide and interdisciplinary network in the field of human rights and health law.Brigit has published widely in legal, public health and multidisciplinary journals, including Human Rights Quarterly, Harvard Health and Human Rights, the BMJ, and Tobacco Control.She participates in several international and domestic bodies, including as co-chair of the Global Health Law Committee of the International Law Association, as board member of the Dutch Association of Health Law, and as Coordinator of the Aletta Jacobs School of Public Health.Brigit was member of the Committee on vaccination for childcare (Commissie Vermeij), and acts as a consultant to various international bodies, including the WHO and UN Special Rapporteur on the Right to Health. More recently, Brigit is engaging with international standard-setting, including regarding the adoption of an international standard protecting healthy diets.
