女士们、先生们、朋友们:

  大家下午好!

  今天我们齐聚网络,以“疫情防控中的东西方人权观比较” 为主题召开研讨会,立意高远,发人深思,体现了大家对疫情防控的关切,对人权保障的关注和对人类未来的关心,具有非常重要的现实意义。首先,请允许我代表中国人权研究会,向与会的各位嘉宾表示诚挚欢迎!向为此次研讨会付出辛勤劳动的华中科技大学人权法律研究院表示衷心感谢!

  新冠肺炎疫情是第二次世界大战结束以来人类所面临的最严重的全球公共卫生突发事件,也是新中国成立以来在我国发生的传播速度最快、感染范围最广、防控难度最大的一次重大突发公共卫生事件。华中科技大学所在的武汉市,曾经是中国遭受疫情影响最严重的“风暴之眼”,如今武汉的疫情防控已取得决定性成果。疫情防控战在某种程度上也是人权保卫战,各国所秉持的人权观念、价值选择对于疫情防控有重要影响。中国共产党和中国政府将“尊重和保障人权”理念贯穿整个疫情防控中,对推动中国疫情防控阻击战取得重大战略成果起到了重要作用。

  我们坚持以人民为中心的人权理念,全力保障人民群众的生命安全和身体健康。天地之性,人为贵。这个月22号,习近平总书记在参加十三届全国人大三次会议内蒙古代表团审议时强调:“人民至上、生命至上。保护人民生命安全和身体健康,我们可以不惜一切代价。”中国共产党和中国政府在应对疫情的过程中,始终坚持以人民为中心,把人民群众生命安全和身体健康放在第一位,无论贫富、不分老幼,坚决做到应收尽收、应治尽治,最大限度提高治愈率,降低病亡率。

  我们坚持个体人权和集体人权相统一,汇聚了抗击疫情的磅礴力量。中国人在强调个体权利的同时,有着浓厚的集体情感和强烈的家国情怀。为控制疫情蔓延扩散,武汉“封城”70多天,英雄的武汉人民以“隔一座城,护一国人”的无私奉献和牺牲,为全国抗疫作出重大贡献;为打赢武汉保卫战,全国各地鼎力相助,人财物从四面八方火线驰援;为赢得全国抗疫胜利,民众响应国家号召,自觉居家隔离,各地群防群控,打响疫情防控的人民战争。中国人民甘于奉献、不怕牺牲、守望相助、顾全大局的精神,在疫情防控中得到了充分展现。

  我们坚持把构建人类命运共同体作为推动世界人权治理的使命担当,为全球战疫作出中国贡献。中国秉持人类命运共同体理念,不仅为本国人民生命安全和身体健康负责,也对全球公共卫生事业尽责。中国本着公开、透明、负责任态度,及时通报疫情信息,毫无保留地同各方分享防控和治疗经验,并尽己所能为有需要的国家提供了大量支持和援助。在本月18日召开的第73届世界卫生大会视频会议上,习近平总书记提出加强疫情防控的六点建议,宣布中国为推进全球抗疫合作的五大举措,并呼吁各国携手共建人类卫生健康共同体,这再一次体现了中国通过疫情防控推动全球人权事业发展的大国担当。

  女士们、先生们、朋友们!

  疫情防控不仅是对人类应对公共卫生事件能力的一次“大考”,也是对各国人权保障的一次“大考”,还是我们审视和比较不同国家、不同文明人权观的重要参照体。人权不是停留在口头上的攻辩,而是要在比较中见优劣,在实践中见真招。中国的人权观在短时间有效控制疫情中得到了良好诠释和生动体现。希望各位专家学者能够借助本次研讨会的机会,集思广益、坦诚交流、深入探讨,展现学者经世致用的使命担当,为更好地推动全球疫情防控中的人权保障贡献真知灼见。

Speech at the Opening Ceremony of the Network Seminar on “Comparison of Human Rights Values between the East and the West in Epidemic Control”

Ladies and gentlemen, my dear friends,

Good afternoon!

Today, we get together online to have a seminar themed on “Comparison of Human Rights Values between the East and the West in Epidemic Control”. It is a thought-provoking topic aiming high, reflecting people’s concerns about epidemic prevention and control, human rights protection and future of mankind, and boasting important practical significance. First of all, please allow me to convey my sincerest welcome to all the distinguished guests present and my heartfelt thanks to the Institute for Human Rights Law of Huazhong University of Science and Technology for its dedication to the seminar on behalf of China Society for Human Rights Studies!

COVID-19 is the most serious global public health emergency threatening mankind after the end of the Second World War. It is also the severest public health emergency featuring the fastest transmission, the widest infection and the most difficult prevention and control after the founding of the People’s Republic of China. Wuhan, where Huazhong University of Science and Technology was located, was the “Eye of the Storm” most seriously afflicting China. However, the epidemic prevention and control in Wuhan has now registered decisive achievements. The fight against the epidemic is to some extent a battle to protect the human rights. The concept of human rights upheld and the choice of value made by each country exerted vital impact on epidemic prevention and control. The Communist Party of China and the Chinese government held fast to the concept of “respecting and protecting human rights” in the overall work for epidemic prevention and control and played a pivotal role in promoting China’s winning the blocking action of epidemic prevention and control.

We adhere to the concept of people-centered human rights and go all out to protect people’s personal safety and physical health. People are the most important elements of the world. At the review conference of the Inner Mongolian delegation of the Third Session of the 13th National People’s Congress on May 22, 2020, General-Secretary Xi Jinping stressed: “People First, Life Supreme! We must protect people’s personal safety and physical health at whatever cost.” The Communist Party of China and the Chinese government should, in fighting against the epidemic, focus attention to the people, attach top priority to people’s safety and physical health, duly accept and treat the patients, rich and poor, young and old, maximize the recovery rate and minimize the infection and fatality rates.

We persistently unite the human rights of the individuals and those of the collectives and pool together the mighty power to fight the epidemic. In stressing the rights of individuals, the Chinese people cherish strong sentiments for the collectives and the strong attachments to their families and motherland. To stop epidemic transmission, Wuhan was locked down for more than 70 days and the heroic Wuhan people delivered major contributions to fighting against the epidemic nationwide in the selfless, sacrificing spirit of “isolating a city for the safety of the whole country”; to win the battle of protecting Wuhan, other parts of China offered generous help, and human and material resources were sent to Wuhan from all over China; to win the nationwide fight against the epidemic, and in response to the call of the state, the people put themselves under home quarantine and implemented mass prevention and control, fully determined to fight and win the battle against the epidemic. The Chinese people’s readiness to make contributions, despise sacrifice, help each other and take the interests of the whole into consideration was fully demonstrated in the epidemic prevention and control.

We take building a community of a shared future for mankind as our mission to promote human rights governance in the world and deliver China’s contribution to the global fight against the epidemic. Upholding the concept of a community of a shared future for mankind, China is not merely responsible for the personal safety and physical health of the Chinese people but also fulfills its responsibility for the global public health undertaking. In an open, transparent and responsible attitude, China gave timely notification for general information, shared its experience in epidemic prevention and control and medical treatment with other countries without reservation and offered whatever possible support and aid to any other country in need. At the videoconferencing of the 73rd World Health Assembly held on May 18, 2020, General-Secretary Xi Jinping proposed six-point suggestions to enhance epidemic prevention and control, announced China’s five major measures to promote global anti-epidemic cooperation and appealed that all countries should jointly build a community of human health, which once again showed China’s responsibility as a major pusher of the development of the global human rights undertaking through epidemic prevention and control.

Ladies and gentlemen, my dear friends,

Epidemic prevention and control is not merely an examination of the mankind’s capability of handling public health events but also a test of all countries’ human rights protection and an important reference for us to review and compare the human rights values of different countries and civilizations. Human rights are not for oral debate but are tested in comparison and practice. China’s human rights values were perfectly interpreted and vividly displayed in effective epidemic control in a very short time. It is hoped that all the respected experts and scholars present can take the opportunity of this seminar to draw on the wisdom of you, sincerely exchange views and have penetrating discussions in an effort to show the mission and responsibilities of the scholars dedicated for innovative applications on reality and contribute your insights into better promoting human rights protection in global epidemic prevention and control.
