胡鸾娇:受新冠疫情影响的残障女性

  由中国人权研究会指导,武汉大学人权研究院和奥斯陆城市大学社会工作系、日本立命馆大学生存学研究所、武汉东湖公益服务中心等机构合办的“疫情之下,没有孤岛——疫情防控中的特定群体权利保障”国际视频研讨会5月23日召开。来自中国、日本、英国、挪威、瑞典等国家和地区的20余名人权领域专家学者和社会组织代表参加研讨,100余人在线观摩。马里兰大学帕克分校的博士生胡鸾娇在”议题二 让每个人享受到公平正义:预防和救济针对特定群体的歧视”作题为《受新冠疫情影响的残障女性》的发言,以下为发言摘要:

  新冠疫情在全球大流行,暴露出许多国家现有的社会不平等问题。从已有的一些国家数据显示,弱势群体往往遭受的负面影响最为严重。在美国,黑人的感染率、死亡率均高于其他族群。在印度,媒体报道也反复强调着在都市里的农民工在封锁政策下面临的极大生存危机。在新加坡,被政府忽视的贫穷外国劳工成为新冠病毒重创的群体,这些劳工大多居住在拥挤的宿舍里,也没有被纳入社会保障网。在中国,残障群体面临着多重困境:贫困、信息匮乏、社会支持不足等。

  在现有的针对残障女性的各国研究中,残障女性往往被称为边缘群体中的边缘,面临着多重歧视和困境。在不同国家和社会中,相较于残障男性和非残障女性,残障女性都处于更加劣势的地位。这种劣势体现在多个方面,包括教育、就业、婚恋关系等领域。残障女性相较于非残障女性和残障男性都更有可能生活于贫困之中,有更低的就业率,享受更少的教育资源和医疗服务等。研究也显示,残障女性是性别暴力的高风险人群,相较于其他人群,残障女性往往有更高概率遭遇来自于照料者、家人、朋友、或其他人的基于性别和残障的暴力。

Abstract

The current COVID-19 outbreak highlights many existing social inequality and injustice issues at a global scale. From existing knowledge and collected data, we see that vulnerable populations in each country are hit the hardest by the global pandemic. In the United States, African Americans show higher rates of infection and death than any other racial groups. In India and Singapore, low-income migrant workers are facing survival crises as the countries continue nationwide lockdown policies. While in China, the strict lockdown measures also exerts a heavy toll on its marginalized populations - people with disabilities. This presentation, however, focuses on women with disabilities. Disabled women are often marginalized even among marginalized populations and face multiple disadvantages globally. In China, some disabled women describe that they have felt being ‘abandoned’ and ‘excluded’ in various contexts. The presenter recognizes that disabled women have been and continue to be marginalized by oppressive systems that lack a rights-based disability perspective and a gender-sensitive lens. Drawing voices from the international disability community, the presenter analyzes and reflects on the situation of women with disabilities in time of Covid-19.
