黄钟:疫情下的负责任商业行为:良好实践与完善途径

  由中国人权研究会指导,武汉大学人权研究院和奥斯陆城市大学社会工作系、日本立命馆大学生存学研究所、武汉东湖公益服务中心等机构合办的“疫情之下,没有孤岛——疫情防控中的特定群体权利保障”国际视频研讨会5月23日召开。来自中国、日本、英国、挪威、瑞典等国家和地区的20余名人权领域专家学者和社会组织代表参加研讨,100余人在线观摩。企业社会责任资源中心研究人员黄钟在”议题二 让每个人享受到公平正义:预防和救济针对特定群体的歧视”作题为《疫情下的负责任商业行为:良好实践与完善途径》的发言,以下为发言摘要:

  新型冠状病毒大流行对全球经济和商业造成了重大破坏,数以百万计的工人收入和生计由此受到威胁。2020年3月,国际劳工组织估计新冠病毒影响将导致全球失业人口增加530万(最低估值)到2470万(最高估值)之间。然而各国最新的失业数据表明,失业状况可能远超过之前的最高估计。除了对工人的影响外, 新冠疫情危机还催生了各种新的和无法预料的与企业相关联的社会和环境隐患,这些问题都可能影响众多弱势群体。虽然有许多企业领导人试图通过将这场危机的成本转移给供应链中的弱势工人来放弃其“经营的社会许可证”——这不仅加剧了当下的人道主义困境,而且进一步深化了社会的不平等和公众对市场的不信任感,当下仍然涌现出一些零星/新兴的政府和公司的良好实践,通过采用负责任的商业行为(RBC)的方法来解决危机。我们认为,共同应对疫情大流行的危机将要求领先企业至少进行人权尽责管理,尊重工人权利以及科学减排。

 Abstract

The coronavirus (COVID-19) pandemic has created major disruptions in the economy and the life of businesses. This, in turn, impacts workers, whose income and livelihood are at risk. In March 2020, the ILO estimated that the impact of COVID-19 would result in a rise in global unemployment of between 5.3 million (‘low’ scenario) and 24.7 million (‘high’ scenario). New unemployment figures emerging from impacted countries suggest the impact may already be greater than the high scenario. Beyond impacts on workers, the COVID-19 crisis also associates businesses with a wide range of new and unforeseen social and environmental concerns that might affect other vulnerable groups. While many business leaders appear willing to abandon their ‘social license to operate’ by passing the costs of this crisis to vulnerable workers in their supply chains - this approach not only exacerbates the immediate humanitarian suffering but also polarises further unequal societies, creating greater public distrust of markets, there are patchy/emerging good practices of adopting responsible business conduct (RBC) to address the crisis by both the governments and companies. A joint effort to combat the pandemic crisis will request leading businesses to embrace human rights due diligence, respect for workers’ rights, and science-based emission-reductions, at a minimum.

  黄钟,企业责任资源中心中国研究员兼代表。负责中心在中国大陆的研究和外联工作,重点关注中国海外投资的社会和环境影响。她曾担任更安全世界中国项目的顾问,协调冲突地区的中国海外投资项目;以及武汉大学公益与发展法律研究中心研究员,致力于中国海外投资在非洲和缅甸的人权影响等研究。 

Short bio

Zhong HUANG is China Researcher & Representative at Business and Human Rights Resource Centre. She is responsible for research and outreach in Mainland China and highlighting the social and environmental impacts of Chinese overseas investment. She previously worked as Consultant in Saferworld China Programme in project on Chinese overseas investment in conflict-affected areas, and Research Fellow at Wuhan University Public Interest and Development Law Institute, responsible for research on human rights impacts of Chinese investment in Africa and Myanmar. Zhong was educated at University of York (MA in Applied in Human Rights), University of Newcastle (LLM in International Commercial Law), and Wuhan University (LLB).
