胡仲明:疫情防控中的残疾人权利保障

  由中国人权研究会指导,武汉大学人权研究院和奥斯陆城市大学社会工作系、日本立命馆大学生存学研究所、武汉东湖公益服务中心等机构合办的“疫情之下,没有孤岛——疫情防控中的特定群体权利保障”国际视频研讨会5月23日召开。来自中国、日本、英国、挪威、瑞典等国家和地区的20余名人权领域专家学者和社会组织代表参加研讨,100余人在线观摩。中国残疾人联合会研究室副教授胡仲明在“议题一 不让一个人掉队:确保特定群体在疫情下获得公共服务”作题为《疫情防控中的残疾人权利保障》的发言。以下为发言摘要:

  2020年,正当我们对新的一年充满美好期望的时候,世界遭受了新冠肺炎的侵袭,中国有八万多人感染,全球有超过五百万人感染。疫情危机波及了社会的方方面面,残疾人是受疫情冲击最严重的群体之一,他们面临的障碍和不平等在疫情中进一步暴露和加剧。

  疫情爆发以来,中国国家主席习近平亲自指挥部署疫情防控。中国高度关注受疫情影响下的残疾人的防护和生产生活,为保障残疾人生命安全和身体健康做了大量卓有成效的工作。一是有针对性地做好各类别残疾人的疫情防控工作。 通过推出有声版、手语版疫情防控知识读物、视频等方式向残疾人提供疫情信息;为残疾儿童开通网上家庭康复教学视频课程;及时为因亲属病亡、隔离等出现心理问题的残疾人提供心理疏导工作。二是持续加强对困难残疾人的关心和帮助,高度重视对生活无法自理的残疾人的照护服务。三是帮助残疾人解决就业、就学和基本生活保障方面的困难。提高对受疫情影响的困难残疾人的生活补贴标准,通过远程教学,解决学生上课问题,通过安置企业灵活用工、给予适当补贴等方式保障残疾人基本生活。

  疫情发生以来,中国残联和各级残联主动向财政、民政、卫健委等相关部委反映疫情影响下残疾人面临的困难,积极协商争取制定帮助残疾人抗击疫情政策措施。在疫情中,我们看到残疾人在防护和生活中面临很多困难,我们就开展对各类别残疾人的帮助,比如,为保障受疫情影响的残疾人接受教育和康复服务,我们努力确保向残疾学生提供远程教学,并确保返校规划具有包容性;我们特别重视为残疾儿童开通网上家庭康复教学视频课程,邀请专家开通在线咨询,受到家长的广泛好评。

  张海迪主席代表中国残联和康复国际向联合国大会主席、联合国秘书长、《残疾人权利公约》缔约国大会主席、世界卫生组织等国际组织和主要残疾人组织领导致信,呼吁国际社会共同关注疫情期间残疾人照护和权利保护。

Abstract

In 2020, as we look forward to the New Year, the world has been hit by covid-19, with more than 80,000 people infected in China and more than 5 million globally. The pandemic has affected all aspects of society. People with disabilities are one of the groups hardest hit by the pandemic, and the barriers and inequalities suffered by them have been further exposed and aggravated in the pandemic.

Since the outbreak, Chinese President Xi Jinping has personally directed a war against the pandemic. China attaches great importance to the protection, production and living of people with disabilities affected by the pandemic, and has done a great deal of effective work to ensure the safety and health of people with disabilities. First, we have taken targeted measures to prevent and control the pandemic among people with disabilities, including providing the people with disabilities with pandemic information through audio and sign language versions of pandemic prevention and control books and videos, opening online family rehabilitation teaching video courses for disabled children; providing psychological counseling to people with disabilities who suffered from psychological problems due to the death of their relatives or their isolation in a timely manner. Second, we continue to strengthen the care and help for PWD with difficulties and attach great importance to the care services for PWD who are unable to take care of themselves. Third, we help PWD find jobs, go to school, and meet their basic needs. We raise the standard of living allowances for them with difficulties affected by the pandemic. We provide remote education to help students attend classes. We ensure the basic livelihood of PWD by providing flexible employment and appropriate subsidies to enterprises.

Since the outbreak of the covid-19, the China disabled persons' federation (CDPF) and CDPF at all levels have taken the initiative to report the difficulties faced by PWD under the impact of the covid-19 to relevant ministries and commissions such as the finance, civil affairs and health commissions, and actively worked out policies and measures to help them to fight the covid-19. During the pandemic, we have seen that people with disabilities face many difficulties in protection and life. We have helped people with various categories of disabilities. For example, in order to ensure that disabled people affected by the pandemic have access to education and rehabilitation services, we have worked hard to ensure that distance learning is available to students with disabilities and that the back-to-school program is inclusive. We pay special attention to the opening of online family rehabilitation teaching video courses for children with disabilities and invite experts to open online consultation, which has been widely praised by parents.

On behalf of the China disabled persons federation and rehabilitation international, President Zhang Haidi sent a letter to the President of the United Nations general assembly, the secretary-general of the United Nations, the chairman of the conference of states parties to the convention on the rights of persons with disabilities, Director General of the world health organization as well as other international organizations and major organizations of persons with disabilities, calling on the international community to jointly pay attention to the care and protection of the rights of persons with disabilities during the pandemic.

  胡仲明,法学博士,副教授。中国残联研究室二级调研员。主要研究领域:社会政策、社会组织和残疾人社会保障。近年来,在《光明日报》《学习时报》《经济研究导刊》《残疾人研究》等报刊杂志上发表数十篇文章。先后参与2009年国家社科基金重大项目《中国残疾预防对策研究》、国家旅游局2010年重点项目《残疾人旅游需求与机制研究》和2014年国家社科基金重大项目《中国特色残疾人事业研究》。

Short bio

Doctor of laws, associate professor. Senior researcher of the research office of China Disabled Persons' Federation. Major research areas: social policy, social organizations and social security for people with disabilities. In recent years, he has published dozens of articles in newspapers and journals on the disability issues. He participated several research projects sponsored by National Social Science Fund (Disability Prevention Countermeasures Study in China, 2009; Undertakings for Disabled Persons to Study with Chinese Characteristics, 2014) and the National Tourism Administration (studies of travel demand and mechanism for the disabled, 2010).
