陈昫:疫情视域下的“老有所养”:新对策、新现象与新展望

  由中国人权研究会指导,武汉大学人权研究院和奥斯陆城市大学社会工作系、日本立命馆大学生存学研究所、武汉东湖公益服务中心等机构合办的“疫情之下,没有孤岛——疫情防控中的特定群体权利保障”国际视频研讨会5月23日召开。来自中国、日本、英国、挪威、瑞典等国家和地区的20余名人权领域专家学者和社会组织代表参加研讨,100余人在线观摩。武汉大学社会学院讲师陈昫在“议题一 不让一个人掉队:确保特定群体在疫情下获得公共服务”作题为《疫情视域下的“老有所养”:新对策、新现象与新展望》的发言。以下为发言摘要:

  讨论疫情视域下的“老年人权利保障问题”,关键是要把握其核心与旨要,我们认为,对这一问题的解读,其实质是讨论“老有所养”的问题,其要义是讨论“养老、护老、助老”的问题。就这一主题,我们认为,有三方面的内容值得深入探讨,分别是应对“疫中养老”的新对策、养老过程中出现的新现象与对未来养老服务事业发展的新展望。

  一、新对策

  我们将应对策略形象地称之为“121”对策,包括“一个核心,两种架构,一项理念”。一个核心是指,将“抗击疫情与养老服务结合”作为核心。“两种架构”是指,在疫情和基层防治工作的影响下,养老服务的供给方式以“是否在社区内养老”作为划分依据,该依据既是养老方式的,也是养老地点的。“一 项理念”是指,对老年人而言,抗疫与养老的基本理念是培养“老年健康安全感”。

  二、新现象

  “新现象”是疫情期间养老权维护与发展的结果,将其简要概括为“四个老有”:第一,老有所“聚”。第二,老有所“学”。第三,老有所“觉”。第 四,老有所“强”。

  三、新展望

  第一,“养老”应成为“后疫情时代”社会建设的一项常抓不懈之任务,要从 “健康中国”宏伟规划的角度来审视养老的重要性。第二,“智慧养老”成效初见端倪,但需进一步完善。第三,“养老”的法律内涵应得到进一步充实。 将针对老人的疫情防控与疫病治疗等,作为老年人群体所应享有的一项合法权利,写入到《中华人民共和国老年人权益保障法》等相关法律法规之中。

Abstract

When discussing “protecting human rights of the elderly” from the perspective of COVID-19 pandemic, the essence is to analyze the issues of “elderly care” and the key concepts of “elderly support, elderly protection and elderly assistance”. It is believed that there are three aspects worthy of discussion, which are the new strategies to cope with the elderly care in the pandemic, the new phenomena rising from the process of elderly care and the new outlooks for the development of elderly care in future.

The new strategies are regarded as “System 1-2-1”, which include “One core, Two frameworks and One idea”. The “One core” means the combination of fighting against the pandemic with elderly care services. The “two frameworks” refer to the “closed” and “semi-open” frameworks, which respectively correspond to the pandemic prevention measures taken by the elderly care institutions and the communities. The “One idea” depicts that the basic idea of fighting against the pandemic is to foster the “the sense of health security for the elderly”.

The new phenomena are consisted by four aspects: the elderly have their family reunion assured, the elderly have their educations assured, the elderly have their awakening assured, and the elderly have their resilience assured.

The new outlooks include three aspects: First, elderly care should be considered as a constant task of social construction in the “post-pandemic era”. Second, the effect of “smart elderly care” is beginning to emerge, but it needs a further improvement. Third, the legal connotation of elderly care should be reconsidered and enriched.

  陈昫博士,武汉大学社会学院讲师,武汉大学全球健康研究中心副研究员,中国残疾人事业发展研究会理事,中国残疾人事业发展研究会社会保障专业委员会委员,武汉爱熙社会工作服务中心副理事长,美国哈佛大学公派访问学者。近五年来发表学术论著14部(篇),主持教育部社科基金、中国残联“十四五”重点项目等研究课题10项,获“老龄政策理论研究部级课题二等奖”等各级奖励10项。目前主要进行老年社会学、老年社会工作理论与实务、大数据与老年问题等方面的研究。

Short bio

Chen, XU is a lecturer of the School of Sociology and associate researcher of Global Health Institute of Wuhan University. He also serves as the director of China Disability Research Society (CDRS) and the deputy managing director of ISEE Social Work Service Institute in Wuhan. His research topics typically focus on Social Gerontology, Social Work Theories and Practices, Bigdata and Ageing.
