张万洪在“疫情防控中的特定群体权利保障”国际视频研讨会上致辞

  由中国人权研究会指导,武汉大学人权研究院和奥斯陆城市大学社会工作系、日本立命馆大学生存学研究所、武汉东湖公益服务中心等机构合办的“疫情之下,没有孤岛——疫情防控中的特定群体权利保障”国际视频研讨会5月23日召开。来自中国、日本、英国、挪威、瑞典等国家和地区的20余名人权领域专家学者和社会组织代表参加研讨,100余人在线观摩。

  研讨会上,与会专家学者围绕“不让一个人掉队:确保特定群体在疫情下获得公共服务”“让每个人享受到公平正义:预防和救济针对特定群体的歧视”“疫情下的工商业与人权、负责任的商业行为”等议题分享观点,交换意见。

  武汉大学人权研究院执行院长张万洪在会上作开场致辞,张万洪说,自新冠疫情暴发以来,武汉大学人权研究院一直与专家学者、志愿者、民间组织和残障组织紧密合作。举办这次会议,希望能够从各种角度帮助参与者和听众了解在这场全球危机下的弱势群体的权利保护议题。

  张万洪说,在全国的共同努力下,中国在短时间内控制了疫情。中国有效维护了人民的生命和健康,复工复产进展扎实,学者们还提出了许多有关改善国家公共卫生应急管理系统的建议。这些成就显示了中国的超强领导能力,并展示了中华民族的毅力和团结的卓越品质。

  张万洪说,在疫情之下,没有孤岛,没有一个群体应当被忽视、被遗忘、被放弃;也没有一个群体、一个国家能够独善其身。我们必须守望相助,开展有效的不同群体间的合作、不同国家间的合作来度过难关。

  个人简介

  张万洪,法学博士,武汉大学法学院教授,博士生导师。兼任湖北省残疾人联合会副理事长,武汉大学人权研究院(国家人权教育与培训基地)执行院长,武汉大学公益与发展法律研究中心主任,中国残疾人事业发展研究会权益保障专业委员会主任,湖北省残疾人事业发展研究会副会长。张教授主要研究领域为人权法、弱势群体权利保护等。在国内外刊物发表论文多篇,并有著作及译著多部。曾任美国哥伦比亚大学、日本东京大学等教研机构访问学者。

  张万洪教授多年来积极进行残障领域的研究和倡导工作,承担多项国家级的残障研究课题,在残障领域著述颇丰。经常在《人民日报》、中央电视台等重要媒体就残障议题发表意见。2018年,张万洪教授带领课题组,撰写了我国向联合国提交的《残疾人权利公约》第二、三次合并履约报告。2019年10月,张教授承担了“一带一路”残疾人合作智库论坛的筹备和组织工作,并任首席专家。

Short bio

Wanhong ZHANG earned his Ph.D. in Law from Wuhan University School of Law, Wuhan, where he now holds the position of Professor of Jurisprudence. He has mainly been working on legal issues related to human rights, public interest and civil society.  He was the Edwards Fellow at Columbia University School of Law, New York, USA, in the spring semester of 2005. In the summer of the same year, he visited and lectured at the Norwegian Centre for Human Rights, Oslo, Norway, and Raoul Wallenberg Institute of Human Rights and Humanitarian Law, Lund, Sweden. He was invited to be the research partner of the Danish Human Rights Institute for 2009.

As the Director of Wuhan University Public Interest and Development Law Institute, Professor Zhang and his colleagues are also working in the field of protection and promotion of human rights of the poor and marginalized in China, say, migrant workers, persons with disability, among others. He is the pioneer of disability rights studies and movement in China. He is the editor-in-chief of Disability Rights Studies in China. Other important positions he holds in the field of disability include Chair of Rights Protection Sub-Committee of China Disability Research Society (CDRS), Associate Director-General of Hubei Provincial Disable Persons’ Federation (HDPF), and Deputy Chairperson of Hubei Provincial Disability Research Society (HDRS).

In 2008, Professor Zhang was invited to participate in the drafting of China’s first National Human Rights Action Plan 2009-2010, which was released in April 13, 2009. He is the author and translator of a number of books, and has published articles in both international and Chinese journals. In 2019, he was appointed as the executive director of Wuhan University Institute for Human Rights Studies.
