But it’s still a very imposing place when you go by and you can’t help but think about the scandal. At least in the current generations life today, they’ll always remember the scandals they go by, the courthouse.

  2009年,美国宾夕法尼亚州路泽恩县曝出惊天丑闻,青少年犯罪主审法官恰瓦雷拉和首席法官科纳汉被控在五年间,先后将2000多名青少年以轻罪重判的方式送往私营少年监狱,从而获得数百万美元好处费。
  
  导演罗伯特•梅用了一年多时间拍摄了名为《孩子换金钱》的纪录片。

  In 2009, a piece of scandalous and sensational news broke out in Luzerne County, Pennsylvania in the US. The chief judge of juvenile delinquency Judge Ciavarella and Judge Conahan were charged with sending more than 2,000 teenagers and juveniles to private juvenile prisons by self-imposed heavy retributions to their delinquencies during five years in office, in exchange for millions of dollars.
  
  The Director Robert May took more than a year to produce a documentary Kids for Cash.

  The community thought he was doing a good thing, that he was a tough love judge and he had a zeal to prove zero tolerance. People believed it. I believed at that time. I thought that was a good thing.

  在科纳汉的力主下,当地成立了一所新的私营少年监狱,科纳汉承诺业主,将会保证监狱的使用率。同时,一向以严厉著称的法官恰瓦雷拉则开始将青少年源源不断地送往该监狱。

  A new private juvenile prison was set up in the local area under Conahan’s supervision and support. Conahan has promised the owners of the prison that the source of prisoners would be guaranteed. In the meantime, Ciavarella, a judge who has always been known for his harshness, began to send juveniles continuously to that prison.

  All he did was look through some papers and he told me that I was a troubled kid and I don’t think I was.

  Hilary Transue, 14 years old, was jailed for 7 months for the charge of misusing the Internet and issuing terrorist threats.

  “我们当时想,如果能做一个假的个人主页来和副校长开个玩笑,那一定很有趣。朋友们说如果我来弄,一定会很好玩儿。”
  
  We started talking about how funny it would be if we make a fake MySpace page about my vice principal. And then it was decided that it had to be made. It was going to be hilarious.

   Ed Kenzakoski, 17 years old, was charged of drug possession and jailed for 8 months.

  “艾德从监狱里出来之后又卷入了一次斗殴,他被控严重伤人,又被送进了州立监狱。”

  Ed got into a fight again. He was charged with aggravated assault. So he went to state prison.

  “如果得不到家庭和社会的支持,大部分从监狱里放出来的孩子们会在挣扎中度过一生,因为他们的青春被剥夺了。艾德的案子是所有青少年案例当中最糟糕的一类,他们选择了自杀。我们知道,很多孩子在遭遇类似的经历后都选择了自杀,给他们的家人留下了无尽的灾难。”

Most kids, coming out of the system, if they are not supported by the community and their family, struggle for the whole life because they had their adolescence taken away. Ed’s case was the worst case, example of what happens in the juvenile justices when someone takes his life. And we know there are a lot of kids that have been subjected to that and have taken their life and left their families in a horrific place.

  Do you remember me? Do you remember my son? An all-star wrestler. He is gone. He’s sawed himself in the heart . You scumbag(脏话 建议不上字幕). You ruined my life.

  “恰瓦雷拉和科纳汉为了钱把孩子们送进监狱,这些孩子们被关起来的唯一原因就是钱。这非常耸人听闻,这其实是在通过法庭系统来贩卖儿童。”

The judge Ciavarella and judge Conahan were actually taking money for each child put away. The only reason that these children were going away was specifically because of the exchange of money. So that is a shock for anyone to hear. That’s trafficking children through a court system.

  2003年到2008年,恰瓦雷拉和科纳汉与私营少年监狱勾结,滥用审判权,在5000多起案件中轻罪重判,赚取了260多万美元。
  
  《纽约时报》称,这起案件反映了美国的司法理念与残酷现实之间的巨大鸿沟。

  From 2003 to 2008, Ciavarella and Conahan collaborated with the private juvenile prisons to abuse their rights of jurisdiction in adding heavy retribution to misdemeanors of juveniles in more than 5,000 cases, earning more than 2.6 million U.S. dollars.
  
  According to the New York Times, the case exposed the huge gap between the American concept of justice and the cruel reality.
