“一带一路”战略背景下海外中资企业员工的人权意识

——基于调查的实证研究

  最近十年来,中国对海外的投资迅猛增长。我国政府和有关方面制定了多项法规、政策和行业指南,努力规范企业海外投资行为,引导其遵守当地法律、履行企业社会责任,尽力向国际标准看齐。但是,由于“工商业与人权”的相互关系对国人来说还是一个比较陌生的议题,海外中资企业员工对这个问题的重要性普遍认识不足,中国企业在“走出去”的过程中遇到了一系列困难和问题。因此,无论在理论还是在实践层面,加强对“工商业与人权”相关议题的研究都成了当务之急。本文作者通过赴非洲实地考察调研发现,鼓励并推动海外中资企业普及人权知识以形成尊重和保障人权的企业文化,不仅将有利于中国企业更好的“走出去”,还将有利于我国公共外交的拓展和软实力的提升,最终助益“一带一路”战略的成功实施。

Human Rights Awareness of Employees of Overseas Chinese Enterprises:

An Empirical Research based on Field Studies

  Abstract: China’s overseas investment has gained a rapid growth in the past decade. In order to regulate the behavior of overseas investment and business operations, the government and other relevant actors published dozens of policy documents and guidelines that are gradually in line with international standard on business and human rights. However, taking into account that business and human rights is a relevant new topic in China, the understanding of the employees of overseas Chinese enterprises on this topic is vary and sometimes controversial. People have recognized the key values of human rights in a general sense, yet in practice they are not able to be fully in compliance with the principle of equality and non-discrimination. Moreover, the employees acknowledge the responsibility of the corporates in respecting human rights, especially the protection of labor rights; however they lack awareness on a more broad human rights impact brought by the enterprises. Therefore, popularizing human rights knowledge among the enterprises and forming enterprise culture on respecting and protecting human rights should not be only a policy statement, but also becomes an indispensible approach for Chinese enterprises “going out” which could further helps to promote China’s public diplomacy and soft power, and ultimately benefit the success of the “Belt and Road Initiatives”.
